The County of Simcoe is seeking submissions from qualified and experienced vendors. Request for Expression of Interest No. 2026-099 For: WARMING CENTRE OPERATIONS SERVICES The County of Simcoe is seeking Expressions of Interest (EOIs) from qualified community service providers to deliver and operate seasonal Warming Centre services from October 15, 2026, through April 15, 2027. Warming Centres will be located in the City of Barrie and the Town of Wasaga Beach As Service Manager for homelessness services, the County of Simcoe works with local municipalities, including the separated Cities of Barrie and Orillia, to establish a seasonal Warming Centre program which provides temporary indoor respite and support services for individuals experiencing homelessness during the winter season. Warming Centres provide safe, low-barrier indoor spaces for individuals experiencing homelessness or housing instability during periods of cold weather and severe winter conditions. Service providers will be responsible for the day-to-day operations of assigned sites and the delivery of client-centred supports that promote safety, stability, and housing outcomes. The County of Simcoe is interested in identifying organizations with the capacity and experience to operate Warming Centres under one or both of the following service delivery models: • 24 hours per day, 7 days per week • Overnight-only operations Service providers may indicate interest and capacity to operate one or both models. Service providers may indicate interest in operating sites in the City of Barrie, or the Town of Wasaga Beach, or in both municipalities. Warming Centres are intended to complement the broader homelessness response system by providing safe, welcoming environments where individuals can access basic needs supports, engage with trained staff, connect to housing resources, and receive referrals to community-based services.
