The County of Simcoe is seeking submissions from qualified and experienced vendors. Online electronic submissions through the Bidding System or emailed submissions to bids@simcoe.ca will be accepted for this opportunity. Request for Expression of Interest No. 2026-016 For: Garbage and Organics Transfer Capacity This Request for Expression of Interest (RFEI) is being issued for information‑gathering and planning purposes only. The County is seeking to understand the range of transfer capacity, locations, capabilities, timelines, and potential commercial structures that may exist in the marketplace.
The County of Simcoe (the County) is located in South Central Ontario, encompasses 4,840 square kilometers, and provides curbside waste services to approximately 153,000 units. The County is responsible for all aspects of residential solid waste management programs including, but not limited to, curbside collection of garbage and source separated organics (organics), The County currently consolidates curbside collected organics and garbage at a County-owned and operated transfer facility, before it is hauled to a contracted facility for processing/disposal. Currently, 25,000 tonnes per year of collected curbside garbage is hauled to an external facility for disposal and all collected organics (approximately 25,000 tonnes/year) are hauled to an external facility for processing. After 2027 it is projected that all of the County’s landfills will be at capacity and then the County will be fully exporting all curbside garbage and organics. See Tonnage Projections Attachment 1 for more information on future tonnage projections. The County is reviewing future plans for operations and site growth and is looking for information on the options that exist for short- and long-term transfer of organics and garbage. |
