For: GENERAL CONTRACTORS FOR UNIT TURNOVERS

The County of Simcoe is requesting Responses from Applicants interested in placement on the County's Qualified Contractor List for the provision of vacant residential unit turnover construction services within the County's Community Housing portfolio.

This Request for Prequalification ("RFPQ") is intended to establish a Qualified Contractor List and zone-based roster of prequalified General Contractors eligible to receive Work Orders, invitations to quote, or invitations to participate in subsequent procurement opportunities.

The Work will primarily be performed within Community Housing properties. While many assignments will involve vacant unit turnover, Contractors may also be required to perform work within occupied residential buildings and in proximity to tenants. Contractors shall conduct all work in a professional manner that minimizes disruption to tenants and complies with all applicable health, safety, security, and accessibility requirements.

The County reserves the right to use this prequalification list for small renovation projects, general maintenance and repair assignments, and other minor construction or facility improvement scopes of work as deemed necessary

Services may include, but are not limited to, the following:

• Interior painting, including walls, ceilings, doors, and trim
• Drywall and surface repairs associated with unit turnover
• General carpentry work that may include but not limited to: Kitchen/Millwork repairs/replacements, installation of windows and interior/exterior doors, framing, demolition, etc.
• Flooring removal and installation
• Coordination and removal of abandoned tenant belongings, furniture, debris, and miscellaneous contents left within units. Work may involve handling materials that present potential health or safety hazards.
• Comprehensive cleaning to prepare units for occupancy following renovations or turnover activities. The level of cleaning required can vary significantly, with some units requiring extensive deep cleaning.
• Grounds maintenance to provide safe and accessible pedestrian and vehicle access throughout all seasons, including snow and ice control, debris removal, and monitoring of site conditions at identified locations.

Coordination and payment of specialized contractors, including HVAC, Plumbing, Electrical, and other trades as required.
