The County of Simcoe is seeking submissions from qualified and experienced vendors. Request for Tender No. 2017-113 The County of Simcoe is issuing this Request for Proposals (RFP) to obtain Source Separated Organic Material (SSO) processing services from public or private sector providers. The County’s Solid Waste Management Strategy considered options for organics processing within and outside of the County with short-term recommendations to continue to export organics to an external processing facility and long-term recommendations to assess the development of a County owned Organics Processing Facility (OPF). Direction was received in 2014 to move forward with development of a County owned OPF. The County retained consulting services to initiate public consultation and develop siting methodology. The preferred location, 2976 Horseshoe Valley Road West, Springwater, was approved by County Council in 2016. The preliminary business case for the facility was completed in 2017 and the project is currently in the planning approvals process. Subsequently, a Request for Pre-Qualification will be released with a final business case expected in 2018. It is anticipated that the OPF will be commissioned in 2022. The timelines presented are reasonable estimates but are contingent on outside approvals. As such, the County is seeking Proposals from qualified vendors to process SSO in the interim, starting on October 1, 2018 until September 30, 2022; with an option, in the County’s absolute discretion, to renew the Contract for up to three (3) additional one (1) year terms or any part thereof.
